was founded in 1940 by Ms. Frances VanMeter and other volunteers wishing to provide library services to the people of the Irishtown area. Over the years,

has expanded its programs and is now a full-services community center servicing the residents of

's Irishtown, Davistown, Smithtown, Thompson Road Addition, and
Speigle
Heights
neighborhoods.Manchester

seeks to enhance the lives of the residents in its service area by providing programs that support education, community involvement, and personal and family enrichment.
